Must fix proposals that are "done-ish" get posted to list for
review and comments.
Make a list of maintainers we will need to deal with for each
area and forward them the draft lists to start commentary going.
Set a new target date for proposals that are not finished, and
a target date for suggestions to fix the issues raised by the
must fix lists (of course, many items will already have suggestions).
